12/83 APOLOGIES and DECLARATION of INTERESTS

12/84 The MINUTES of the Annual Meeting of the 10 October 2011, which had previously been circulated to all councillors, were approved and signed by the Chairman.
12/85 POLICE, CRIME and DISORDER
1.Report from Community Beat Officer – PC Cross reported that there had been two reported crimes since the last meeting. A theft from the Spa Hotel and a domestic assault, both at Ribby Village Leisure Village.
The PC and PCSO had a safety talk at the school regarding Halloween and Bonfire nights. To help obviate the continual speeding problems through the village, in the New Year PC Cross intends setting up a data base of village volunteers who will undertake speed gun training. There will be a traffic police presence at the next PACT meeting to answer traffic related questions. The good news is that following the consultation process the Kirkham Police station front office is to continue.
Operation “Starling” relating to scrap theft undertook a local exercise stopping commercial vehicles and one van was caught with illegal scrap.
Cllr. Dobson advised PC Cross of the Christmas switch-on date.
12/86 PLANNING MATTERS
1. Applications:
11/ 0716 Holmhurst & Grayline, The Green/Mill Lane
Resubmission of Planning permission 11/0544 to Change Pitched
Roof to Flat Roof with Lantern Roof Light on Single Storey Rear
Extension.
The Council OBJECT to the proposal as the intended flat roof is against Fylde Borough Council (FBC) policy “Extending Your Home Supplementary Planning Document” and is also not suitable within the Conservation Area. Moreover, the original application would not have been supported if this change had been included.
- 2. Upgrading Countryside Status Around the Village to Green Belt – The Meeting was opened from 20.15 Hours to 20.19 hours for resident participation. As part of the Neighbourhood Plan it has been recommended that to protect the settlement from over development, the countryside designation around the village is upgraded to Green Belt status. Although this will not be an easy exercise it was RESOLVED that the Council would aim to have the Eastern side of the village changed from countryside to Green Belt status as a buffer against development from Kirkham and Ribby Hall Leisure Village.
- 3. Open Meeting Re 54 Bryning Lane – An embryonic development of 10-15 houses was discussed and it was agreed that it would formally be considered in principle at the budget meeting on 5 December 2011.
12/87 RECREATION GROUNDS and OPEN SPACES
Open Spaces and Greens:
1. Land Adjacent Wray Crescent Play Area (12/75.1.) – The Clerk advised that matters were still progressing and it is now hoped that the legal matters will be concluded by the end of this month.
2. Play Area Progress (12/75.2) – Cllr. Mrs. A.E. Uphill advised that despite chasers Proludic had been very dilatory in producing a revised quotation. It was RESOLVED that Cllr. Mrs. Uphill should contact and complain to the Proludic Nottingham head office. Wicksteed is, however, wishing to give another quotation. Cllr. J.W. Wardell advised that her meeting with “Good as Grass” had gone well.
The Clerk reported that as the land will shortly be transferred to this Council it was now appropriate for the Village Play Area Committee to be formally set up and ratified by the Parish Council..
The Clerk also advised that to obviate the smaller gate being left open Fylde Borough Council has now removed the original holding bolt so that the gate will always close automatically.
- 4. Date for Wray Crescent Land Council Meeting –
In view of the imminent transfer of the Wray Crescent Land a Committee meeting to discuss proposals to place before the full council was agreed on the
14 December 2011.
12/88 FINANCIAL and STANDING ORDERS MATTERS
1.Financial Budget Comparisons for the Period Ended 31 October 2011 (Appendix 2) – The Clerk presented the account position which showed that income was in excess overall. The only income still to come is some tub sponsorship (Clerk chasing), North Fylde Housing Beverley Close open space contribution (invoice sent), 2 quarters bank interest, 1 quarter Vat refund reclaim, Bonfire Night bucket collection, new income from Wray Crescent garages and the agreed CCTV contribution from the Pre-school. All expenditure is currently within budgets. The position was noted and authorised.
It was agreed that payments made tonight which would exceed the VLEC/Fylde in Bloom budget could be met and to ensure no overall increase in expenditure, be covered by the reduction of other budgets, this to be decided at the next full Council meeting.

It was RESOLVED that in pursuance of the powers conferred in section 137 of LGA 1972 (as amended) and being that the expenditure covered in respect of the purchase of the Remembrance Sunday Wreaths satisfies the requirements of that section.
At the request of Cllr. J. W. Dobson the payment to Neil Cottam for the War Memorial work in the sum of £1750-00 was to be referred to the Joint War Memorial committee for a decision as Cllr. Dobson first wanted damage to the area to be rectified by the contractor. The decision of the Joint War Memorial Committee would be determine when this payment is to be made.
12/89 FYLDE BOROUGH/LANCASHIRE COUNTY COUNCILS
1.1. Lancashire County Councillor Report – Cty. Cllr. P. Rigby reported That LCC & BAe Systems are going for Enterprise Zone status. Warton Parish Council is very much in favour. LCC is pursing devolution of powers wherever possible. The Three Tier Forum strategy is rolling out – the Fylde Forum will comprise of 6 county, 6 borough and 1 parish/town councillors. LCC is also committed to the Town and Parish Council Charter.
1.2. Fylde Borough Councillor Report - There had been no significant developments since the last Council meeting so there was no report.
2. Missing Street Names – Cllr. J.W. Dobson reported that it was unsatisfactory that the Browns Lane street sign had been missing for 2 years and a Westbourne Avenue sign for 6 months. The Clerk advised that FBC had informed him when the Willow Drive sign was replaced that there was no further funding available this financial year. The meeting was opened from 20.55 hours to 20.56 hours and it was ascertained that the Westbourne Road sign was to be erected very shortly and PCSO Sterling was dealing with this matter. It was RESOLVED that the Clerk would approach FBC again regarding the Browns Lane sign.
- 5. Village Litter Bins –
Cllr. J.W. Dobson reported that the bin on the Greenlands Farm stretch on Ribby Road was missing and needed replacement. It was RESOLVED that the Clerk would contact FBC in this respect.
12/90 VILLAGE ACTIVITIES
1. North West in Bloom Competition (12/78 1) – The Chairman attended the presentation and advised that the village received a Silver award for 2012, which was not as good as last year.
2.Neighbourhood Plan 2011 (12/78 2) – The Clerk advised that favourable consultation responses have now been received for in excess of 50% of the electorate. The next meeting is on 15 November which will be followed by a meeting with the Borough Council to discuss any issues that the district council raises.
3.Bonfire Night – 5 November 2011 –It was unanimously agreed that the night had again been a wonderful village activity and success. The bucket collection proceeds were also at a record level and in excess of £1000-00.
4.Allotment Society meeting – 19 October 2011 (Appendix 7) – The details were previously submitted to all councillors and noted.
5. Village Landscape Enhancement Committee – Meeting 13 October 2011 (Appendices 3 & 4) – These minutes had previously been circulated to all councillors and were noted.
6. Joint War Memorial Meeting Minutes – 13 October 2011 (Appendix 6) – The minutes had been previously circulated to councillors and were noted.
7. Remembrance Sunday – 13 November 2011 – Remembrance Sunday had been very well attended and the recent enhancement to the War Memorial was certainly impressive. Unfortunately, the Council was let down by last year’s bugler, who had originally agreed to attend, too late to obtain a replacement. It was RESOLVED that this need is mentioned in the next newsletter. In the meantime, the clerk will search for bugler for 2012.
8. Celebration of the Queens Diamond Jubilee - 4 June 2011 – This topic, which has a main programme of Jubilee beacons, including church tower beacons, was discussed including the insurance considerations and it was RESOLVED that the Council would like to be involved. It was agreed that the Institute be approached to see whether a joint exercise could be undertaken in line with the Bonfire Night activities.
12/91 PARISH COUNCIL MATTERS
1.Christmas Activities –
1.1. Meeting Minutes 10 October 2011 (Appendix 5) – The minutes had been previously circulated to all councillors and were noted.
1.2. Update – Cllr. Mrs. P.A. Naylor advised that a further meeting had taken place prior to the full Council meeting. All matters are in hand. The tree is to be delivered the week commencing 21 November and the lights added as soon as possible thereafter by JM Services (North West). The Guardian Brass Band is to play from 4.30 a.m. to 5.30 a.m. with switch-on by the Rose Queen, Amber Metherill at 4.45 a.m. The carols will be selected and sung by the primary school children. The Olympic Committee is selling mulled wine and minced pies.
There will also be a primary school poster competition with Keith White judging with a prize of £20-00 or donated art goods to be given.
2. Councillor Vacancy – The Clerk advised that today was the last day to apply for an election but there were no candidates. It will now be appropriate to advertise for co-option.
3. LALC – Notes of Concern from External Auditors – The Clerk advised the councillors of the three issues currently causing concerns with the External auditors:-
a) There is no longer a legal requirement for small bodies to conduct an internal audit review separate from annual review of internal controls. It is recommended that this previous good practice is maintained.
b) The public inspection rights requirement remains but when a Clerk is based at home there is no problem arranging inspection by appointment.
c) Some local councils are submitting annual returns approved by sub committees instead of the full council – not in our case.
All aspects were noted.
5.LLALC - Finance Workshop – 7 December 2011 – It was RESOLVED that
no one would attend.

RIBBY WITH WREA PARISH COUNCIL
AUTUMN 2011 NEWSLETTER
As I write this newsletter I am looking out on a beautiful clear blue sky with bright sunshine but the colours in the trees and gardens remind me that Autumn is here and these warm days are a bonus. With Winter just around the corner it’s time to make sure our older residents are set up for the cold weather ahead so please give an extra thought to your neighbours and any older people you may know.
BONFIRE NIGHT AT THE “TUTE”
Again this year we are holding a village bonfire on the 5th November at the rear of the Institute with fireworks and BBQ food. This has proved really popular over the last few years and hopefully with a fine night we shall have another good do. I thank the committee of Wrea Green Institute for their support and the Walton family for letting the village use their field for the bonfire and firework display.
CHRISTMAS SWITCH ON
On Saturday the 3rdof December at the Christmas tree lights will be switched on at 4.30 p.m. on the little Green with a brass band there to accompany the singing of carols. Festive fayre will be available so come along and enjoy the start of the Christmas season.
PACT MEETINGS
These meetings are an opportunity for the public to discuss their concerns and ideas with the police authority but unfortunately they are very poorly attended. They take place on the first Monday each month either at Wrea Green Institute or Ballam church. Please make an effort. Details are always on the police noticeboard on the bus shelter at the school entrance on the Station Road.
SPEEDING THROUGH THE VILLAGE
The Parish Council speed device is showing an alarming number of vehicles travelling within the village at speeds well in excess of 30 mph. When the police have targeted the village unfortunately a large number of offenders have not been outsiders but local residents. Please respect your village and watch your speed..
WREA GREEN INSTITUTE
The Institute is currently carrying out an enhancement programme on the downstairs room, including a new kitchen facility. It should be completed by the New Year and will have facilities for daytime events and evening functions for up to a 100 people. An open day is to be arranged so show an interested in a local facility and drop in at that time.
VILLAGE LANDSCAPE ENHANCEMENT COMMITTEE
This committee which arranges all the floral displays and various visual project enhancements is largely responsible for the various awards your village has won over the years. Based on this regular success Wrea Green is considered the number one village in Lancashire, and the one to beat in the Lancashire Best Kept Village Competition, Champion’s Class. However, the committee is seriously short of members – down to six with only two non parish council representatives. If you have anything to contribute whatsoever (physical or organisational support) please become a volunteer. Contact the Clerk (details on the back page) and he will advise you of the details of the next meeting.
LANCASHIRE BEST KEPT VILLAGE COMPETITION – 2011.
After back to back village wins in this competition Wrea Green was not successful this year. However, congratulations to St. Nicholas Church gardens and the primary school on winning their categories in the competition.
REMEMBRANCE SUNDAY – 13 NOVEMBER 2011
The Remembrance Sunday service commences at St. Nicholas Church at 10.15 a.m. and at the War Memorial at 11.00 a.m.
This year the War Memorial has been improved with the recent laying of a Lancashire stone base. This enhancement has been financed by this parish council and Westby with Plumptons Parish councils, the two councils that form the Joint War Memorial Committee.
I also wish to thank Jack Dobson who spends a great deal of time and money looking after the War Memorial gardens.
COUNCILLORS’ PEN PICTURES
Continuing my “who’s who” of Parish Councillors :- Councillor Ken Lupton – Ken has lived in the village for 8 years and joined the Parish Council in September 2010. Semi-retired from the brewing industry he is a keen member of the Table Tennis group and serves on the Olympic Committee. Married to Pat he has 2 children, one living in Australia, 3 grandchildren plus another one in Aus on the way.

Councillor Amy Uphill- Amy writes – My family’s history in the village goes back to the early 1800s and I’ve been fortunate to live in Wrea Green all my life. I’m now enjoying bringing up my two year old son, Charlie, with husband Dave in our beautiful village. I work full-time as Marketing Manager for the Bowker Motor Group and in my spare time I enjoy tap dancing, W.I. and spending quality time with Charlie and Dave. I’m a lover of all things “Apple” and think Social Networking is one of the most powerful creations of the modern world.

Fylde Borough has enjoyed a fairly quiet summer but not so Wrea Green. One area of local activity has been the production of a “Neighbourhood Plan”. This should allow Wrea Green to decide how, when and if the village is developed further and the group is excellently chaired by John Rowson and includes myself, many Parish Councillors and a selection of other interested residents. At the time of writing it is not clear when the plan will be submitted because the new Localism Bill which incorporates the NPPF (Nation Planning Policy Framework) on which it is based is not yet law. This group believe it will be in the interests of the village to be ready to submit our plans to Fylde Borough Council at the earliest possible opportunity. A local consultation exercise held in the Church Community Centre on 1st October received overwhelming endorsement from those who voted on it. Two main recommendations have been made which include designating a strip of land between Wrea Green and Kirkham as “Greenbelt” (which affords a higher planning protection than “Countryside”) and requesting a rail halt in the village. This has the drawback of making it more difficult for Wrea Green to oppose future large housing developments and it is therefore considered that it might be wiser to request the enhancement of Kirkham station’s parking facilities instead.
The application to create a sporting facility known as the Greenland’s Sports Village on land adjacent to Wray Crescent and Ribby Road has been resubmitted. The application is very similar to the first application except that the cricket facilities have been replaced with hockey facilities. This application is largely identical to the first and it has all the drawbacks of the original application re noise, access, parking, loss of countryside, light pollution etc. A great many residents have written to the planning authority urging rejection and SWAG (Save Wrea Green Action Group) are fighting this application as am I. It is thought that a decision is likely in December.
The Villa has submitted an application to extend the period of use of their marquee up to the likely completion of their permanent building plans. It is not known when this application will be decided but I would welcome your views no matter if you are for or against this request.
Lastly another village role I have is to edit the Wrea Green web site (www.wreagreen.com) and I’m delighted to say Kate Emery, a former Wrea Greener who is currently studying journalism, is now helping me to ensure all the information the website contains is correct and up to date. The Web site also has a little used “Forum” tab and this could be an excellent way for us to air our views.

WREA GREEN 20112 OLYMPIC TEAM
A little update on the progress of the Wrea Green Olympic Team.
We are well on the way to our target although we aren’t entirely sure that we will reach it in time for The Olympics 2012 so may have to make up the debit at the marquee events.
Unfortunately, prices for the hire of equipment on an event of this size are always expensive and have increased dramatically since the last one (The Cricket Club Centenary) and our initial estimate was probably a touch on the low side.
Licensing laws have changed which is a huge headache and insurance has soared. (Any insurance brokers in the village who could advise please)
However The Wrea Green Olympic Team are still working hard and with your continued support, we hope to get nearer to our necessary target so as to keep ticket prices to a minimum.
We have some really exciting and fun events lined up for the marquee including a Gala dinner, a Disco, a Last Choir Standing Competition, a swing band night with The Swing Commanders, a Quiz Night and a Kids Day amongst others so we think that we are catering for all tastes and ages, so I would suggest that if you would like to attend some or all of the events then you start a Marquee Piggy Bank today!

12/51 POLICE, CRIME and DISORDER
1.IInspector Keith Ogle – Inspector Ogle was not in attendance.
2. Report from Community Beat Officer – PCSO Trevor Sterling reported there had been 3 reported crimes since the last meeting – a burglary of 2 bicycles from a shed at Ribby Hall Leisure Village, a burglary on Ribby Road where a back door had been left open, and an I-phone was stolen on Field Day.
The PACT priority this month affecting Wrea Green was anti-social behaviour on the Green. The “Op Pathway” speed enforcement team will be in Wrea Green in August. He was also pleased to advise that parking on pavements had shown a reducing trend following several exercises. Also the “lower key” policing on Field Day had been very well received and effective.
PC Dawn Conolly-Perch leaves in September and PCSO Sterling will introduce her replacement at the next meeting.
There is a new style of newsletter which gives all contact details.
3. Future of Kirkham Police Station – Cllr. Mrs. C.E. Wheatman reported that she had attended a meeting which indicated that the Police Authority proposes saving £1m per annum by closing 21 station enquiry desks, including Kirkham which only records a 19% footfall. It is proposed that overall contact arrangements will be improved. The Authority is also considering sharing premises with other public organisations. There is a 9% front line cut and all other options are said to have been considered. Communication remains the key to ensure service levels are maintained. Cllr. Mrs. Wheatman encouraged all councillors to complete the consultation document in the hope that sufficient protest would save the Kirkham counter. It was RESOLVED that the Parish Council would also complete this document.

The meeting was opened from 19.45 hours to 20.08 hours to allow the public to express their views. Cty. Cllr. P. Rigby left the room during the discussions.
It was RESOLVED that the Council vehemently opposed this application and OBJECT to the proposal. Although the variation in itself does not seem unreasonable, in view of the original reason for the inclusion of Condition 6 this request is merely another watering down of recent valid restrictions at a time when there is no favourable evidence to support this course of action. The
constant abuse of existing conditions relating to noise leaves the Council and residents with a lack of faith that any new condition will be adhered to. The Council is also well aware that the Fylde Borough Council Environment Protection officer has already issued a Notice of Intent on 4 July 2011 and whilst this situation is extant there is no justification in easing current planning conditions.
Finally, whilst this Council fully supports the Villa’s business the local residents also need their environment protected from undue noise and stressful activities.
It was also RESOLVED that the Clerk should ascertain how many complaints had been received and what action the FBC Environment Officer now proposed.
11/0544 Holmhurst & Grayline, The Green
Proposed Single Storey Rear Extension to Holmhurst and
Erection of a Pair of Garages to Both Properties.
The meeting was opened from 20.18 hours to 20.21 hours to receive the public’s view.
No Objection although as the property is in a Conservation Area, conservation style roof lights in the kitchen roof would be more appropriate. Also it is assumed that the new wall meets the current height crireria.
2. National Planning Policy Framework (NPPF) – Draft Consultation – This document, which councillors had the opportunity to read on line prior to the meeting was discussed. As the Clerk had already contacted Mark Menzies, MP, on this matter no further action was felt necessary.
12/52 RECREATION GROUNDS and OPEN SPACES
Open Spaces and Greens:
1.CCCTV at Wray Crescent Play Area and Allotments (12/42.1) – The Clerk advised that the project has been completed within the agreed budget of £850 at a net cost of £933-00 – gross cost of £1028-00 before the Pre School contribution of £250-00.
2. Land Adjacent Wray Crescent Play Area (12/42.2.) – The Clerk advised that there had been no further developments other than he had contacted this Council’s solicitors.
3. Play Area Progress (12/42.3) – Cllr. Mrs. A.E. Uphill advised that a further meeting had taken place on 25 July 2011 (minutes to come) but unfortunately Wicksteed’s revised plan had not been available. Wicksteed’s costs for equipment and installation are currently – MUGA £68K, play equipment £47K, and fitness equipment £7500.
4. War Memorial Enhancement Programme – The Clerk advised that the final estimates are £3789 net for stone and £1750 for implementation. There could also be an additional cost to re-instate the bench although the latter cost should be found within the 2011/12 annual budget. As the agreed cost is £5000 of which Westby with Plumptons has agree a 40% contribution, to ensure that the work is completed by Remembrance Sunday this Council will need to commit to the excess prior to agreement from Westby. The Clerk is also currently applying for a grant of £2000 which could reduce the overall commitment but this is not assured. Also there could be a saving of £90 in the implementation cost as the waste slabs could be used and transported by the Allotment Society. Any additional commitment would have to come out of reserves.
It was RESOLVED that the Council supported this action.
5. Kirkham Baths Finance – Kirkham Town Council has requested that this Council apply for a grant of £5000 as part of a £25000 package to enhance the facilities at the baths. However, as the Clerk is applying for a grant for the
War Memorial project – our asset – he advised that this was not practical. It was RESOLVED that this Council could not be involved.
The Council had agreed to support the running costs of Kirkham Baths with a £500 annual grant but this commitment expired this year. Although there is little evidence that many of the parish residents use the baths to support the primary school usage it was RESOLVED that the commitment to the annual contribution of £500 be extended until the end of this Council i.e. for another three years.
12/53 FINANCIAL and STANDING ORDERS MATTERS
1. a). Financial Quarter Ended 30 June 2011 (Appendix 2) – The Clerk advised that income was doing well with grant/village prizes, fishing permits & allotment income already exceeding budget and bank interest ahead of target. Village Prize Income represents £35 of Garden vouchers converted into cash. Also tub sponsorship is making progress. On the expenditure front, as previously advised, the photocopying budget had been exceeded as had the general reserve budget following the agreed purchase of the new financial software. The latter is to be financed from the Village Sunday band grant (£375) that will not now be needed.
1.b) Financial Budget Comparisons for the Period Ended 31 July 2011 (Appendix 3) – Further to comments in 1 a) – income – Fylde in Bloom payment of £400 and electricity income from Field Day fair of £190 received also the Village Prize Income has increasing by £49-90 as further garden vouchers have been converted. All expenditure is within agreed altered budgets.
2. Adjustment of Budgets within Overall Budget Expenditure – It was RESOLVED that the Village Sunday Band budget should be reduced to nil and £340 added to the general reserve budget and £ 35 added to the Photocopying budget covering the extra cost of the affordable housing survey.
3. Best Kept Garden Judges Costs – The Clerk advised that it had been previously agreed that the judges could claim refreshment costs for visits to the village. He has now been advised that the judging visits accounted for circa 100 miles travel. It was RESOLVED that Pat Green would be reimbursed with £20 to cover petrol costs.
4. Payment of Accounts:-
Staining Road Nursery Payment – There has been a lot of problems in relation to this arrangement this year culminating in the nursey now charging £33 per tub against previous years of £25 – incidentally the latter is the same they have charged Lytham this year. The nursery has not performed as well as previous years with the tubs not being in situ until late June and the original choice of flowers not being included. After full consideration it was felt that the Council would only pay £30 per tub, a 20% increase and reduce the bill by £138 to £1655.

12/54 FYLDE BOROUGH/LANCASHIRE COUNTY COUNCILS
1.1. Lancashire County Councillor Report – Cty. Cllr. P. Rigby reported that the Moss Side lane drainage problem will be given priority from this year’s budget. Cllr. J.W. Dobson advised that this work had already been carried out. Cllr. Rigby further advised that the Ribby Road bollard costing had still not been completed and he agreed to chase this up. Councillors stated their appreciation of the speedy filling in of the various reported pot holes in the village. The chairman congratulated Cllr. Rigby on his recent election as Alderman of Fylde Borough.
1.2. Fylde Borough Councillor Report - In the absence of Cllr. F.A. Andrews there was a short written report:-
i) Two new wheelie bins to be introduced in April 2012 for papers/cardboard and bottles. Food waste and tea bags can now be put in the green bin. FBC is looking into the issue where households cannot accommodate 4 bins.
ii) Nat West is sponsoring a community project in the area up to £6K.
iii) Fylde Borough Press want details of any local events so they can be added to their tourism/PR information.
2. Lancashire County Council – Rationalisation of Household Waste Recycling Centres – Consultation Review July 2011 – This document had been circulated to all councillors prior to the meeting. It was RESOLVED that as changes did not affect this parish no further comment was necessary.
3. Lancashire County Council –Consultation – Draft Policy for Managing Unauthorised Encampments on County Council Owned Land and the Highways for which the County Council is the Responsible Authority – This documentation was also circulated prior to the meeting. It was considered that the document was unbalanced with travellers’ rights appearing to be on a higher plane than the general community.
4. Lancashire Fire & Rescue Performance and Action Plan 2011 Consultation – This was previously reviewed prior to the meeting and it was RESOLVED that it was really advice of a cost cutting exercise and no further comment was considered appropriate.

P.C. Dawn Conolly-Perch advised that there had been 2 reported crimes since the last meeting both at Ribby Hall Leisure Village. The PACT concentration this month is sheep worrying in Great Plumpton.
Cllr. Mrs. C.E. Wheatman thanked the police for their “light touch” approach on Field Day which helped it to be a very family orientated occasion.

The meeting was opened from 19.35 hours to 20.02 hours to enable the public to make their views known. In general there was unrest in view of the “live music” marquee planning condition being abused and as a result the excessive noise which had recently been generated. This resulted, after complaints, in FBC now giving consideration to a prosecution in relation to abuse of the licensing laws. In addition, Mill Lane has been used by taxis and vehicles for functions. It was also felt that the amendments to the plans were adverse measures for neighbours.
The Council RESOLVED that as the amended plans included significant changes in reality a further submission was considered necessary. It was also RESOLVED that the Clerk request sight of the amended plans so that the Council could give the alterations full consideration. A request for a meeting with the planning officer, as well as also requesting that the proposal is withdrawn from the Development Control (DC) meeting on 20 July 2011 was to be made. The Clerk advised that it was improbable that the application would be withdrawn at such short notice particularly as it had been anticipated that it would have been on the June DC agenda. Also the planning officer had considered the changes were not sufficient to warrant a resubmission and had advised the Council in reasonable time that the plans were readily available on the FBC website.
This topic was deferred until Friday, 15 July 2011 to enable the councillors to view a hard copy set of the amended plans when a final decision could be made in respect of the Council’s formal views.
CONTINUATION MEETING 15 July 2011 at Wrea green Institute at 17.00 hours. – Attendance: Cllr. Mrs. J.L. Wardell (Chairman), Cllrs. J.W. Dobson,
K.J. Lupton, J.M. Molyneux, and Mrs. C.E. Wheatman.
The Clerk had obtained the amended plans but the planning officer was on holiday until 18 July so was not able to meet the Council until after the DC meeting. It was intended that the application would be placed before the DC committee as already advised. The Clerk also furnished the meeting with the planning officer’s report for the DC committee which covered all of the concerns previously made by the Council.
It was RESOLVED that Cllr. J.W. Dobson would attend the DC meeting on
20 July 2011 and raise the concerns of the Council.
12/42 RECREATION GROUNDS and OPEN SPACES
Open Spaces and Greens:
1.CCCTV at Wray Crescent Play Area and Allotments (12/31.1) – The Clerk advised that the project is to be undertaken during the week commencing 25 July 2011.
2. Land Adjacent Wray Crescent Play Area (12/31.2.) – The Clerk advised that the cabinet had agreed the transfer subject to a clawback if the Parish Council subsequently sold any of the land commercially. The proposals put to the FBC cabinet are in the councillors’ monthly circulation. Matters are now in the hands of Fylde Borough Council (FBC) legal department. It was RESOLVED that the Council would use Dickson Childs & Green as solicitors to act in this matter.
3. Play Area Progress (Appendix 2) (12/31.3) – The minutes of the meeting held on the 20 June 2011 were circulated prior to the Council meeting. Cllr. Mrs. Uphill advised that three ladies had turned up and were interested in being on the project committee. The next meeting is on 25 July 2011. Cllr. Mrs. C.E. Wheatman advised that the Kirkham play Area Project had be assisted by LCC, Rosie Pritchard, on where to find grants. Cty. Cllr Rigby agreed to contact Ms. Pritchard.
4. 2012 Olympic Committee Car Boot Sale on the Green – 29 August 2011 – It was RESOLVED that the Olympic Committee could run a fund raising car boot sale subject to the usual conditions.
12/43 FINANCIAL and STANDING ORDERS MATTERS
1. Update re New Accounting Computer Software – The Clerk advised that he had gone with Scribe 2000 at an initial cost of £245-00 and an annual back-up cost of £245-00. As the accounts have to be set up and back dated to the beginning of the current financial year an up to date financial progress against budget would not be available until the next meeting.
2.1. Donation to CPRE to Fight A|gainst the Development of Greren Field Sites – It was RESOLVED that the Council would make a donation of £25-00. This would come out of the budgeted grant of £150 for Horseman’s Sunday which will not now take place in Wrea Green.
2.2. Lobbying Local MP re Change in Brown Field Site Development Policy – It was RESOLVED that the Clerk would write to Mark Menzies MP on this issue.
3. New NALC Version of Standing Orders (12/32.5) – After perusal of the new edition of the NALC standing Orders the Clerk advised that there was no need to change this Council’s approved documentation. This has been confirmed by LALC.

1.1. Lancashire County Councillor Report – Cty. Cllr. P. Rigby reported that he was looking into matters relating to road flooding and neighbour’s egress for a resident of Bryning Lane.
Bernard Whittle is to be appointed an Alderman on 21 July and it was RESOLVED that the Clerk would send a letter of congratulations on behalf of the Council.
1.2. Fylde Borough Councillor Report - In the absence of Cllr. F.A. Andrews there was no report.

1.. Request from Local Works re Sustainable Communities Act – The request had been circulated prior to the meeting and it was RESOLVED that councillors would respond accordingly.
2. LALC 67th. Annual General Meeting 12 November 2011
2.1. Voting Delegate – It was confirmed that Cllr. J.W. Dobson will be the Council’s voting delegate at the AGM.
2.2. Resolutions – The Clerk advised that councillors should give consideration to whether the wanted to propose a resolution at the AGM by the next meeting.
12/46 HIGHWAYS
1. 20 MPH Speed Limit Proposals -
It was RESOLVED that the Council was generally in favour and agreed that Cty. Cllr. Rigby should request that the 20 mph speed limit was introduced all around The Green.
2. Restriction of Disabled Parking on Ribby Road Near Redrow Homes Site (12/35.1) – It was RESOLVED that the disabled restriction should be taken forward but only the additional yellow markers installed.
